### Title: Houston Man Sentenced for Illegal Duck Hunting Operation

A man from Conroe, Texas, has pleaded guilty to federal charges in connection with an illegal duck hunting operation that authorities say he conducted at a ranch in Walker County. Richard Lee Bowers, 55, admitted to violating the Lacey Act, a federal wildlife protection law that dates back to 1900 and prohibits the trafficking of wildlife and plants that have been illegally harvested or hunted.

Bowers, who was indicted in 2024, faced charges for violating the Migratory Bird Act, which has been instrumental in preserving protected bird species. However, as part of his plea agreement, he accepted charges under the Lacey Act, which carry a harsher potential penalty. The sentencing for Bowers is scheduled for November 9, where he could face up to five years in federal prison and a fine of $250,000.

According to court records, Bowers invited individuals to his Walker County ranch, north of Houston, in 2023, charging them $100 per day for the opportunity to hunt ducks. The ducks he baited with corn were protected under the Migratory Bird Act, which prohibits the use of bait to hunt migratory birds. Wildlife advocates credit the Migratory Bird Act with saving countless birds from over-hunting.

The investigation into Bowers' operation began when a long-time witness who had been hunting at the ranch for several years provided federal authorities with a photograph of Bowers carrying bags of corn near the pond area where the ducks were shot. The witness reported that several hunters confronted Bowers about the corn, to which he replied, "That's how we get all the ducks."

Following the witness's report, U.S. Fish and Wildlife agents conducted surveillance of the ranch in November 2023. They observed a 60-foot strip of corn in the water, which they believed was used to attract the ducks for hunting. Bowers was subsequently arrested.

Prior to his arrest, Bowers had been permitted to remain free on bond. The illegal duck hunting operation has sparked concern among wildlife advocates and legal experts, who emphasize the importance of enforcing federal wildlife protection laws to preserve protected species.

The Lacey Act has been a cornerstone of wildlife protection in the United States, and violations can result in significant penalties. This case serves as a reminder of the consequences of engaging in illegal activities that threaten the nation's wildlife.

The Houston Chronicle has reached out to Bowers' attorney for comment, but no statement has been released as of yet. The outcome of this case could potentially lead to further investigations and enforcement actions against similar illegal wildlife operations across the country.

As the investigation continues, wildlife advocates are calling for increased efforts to combat illegal hunting and wildlife trafficking. They believe that stricter penalties and better enforcement of existing laws are essential to protect the nation's diverse wildlife populations.

The case of Richard Lee Bowers and his illegal duck hunting operation has brought attention to the ongoing battle against wildlife crime. It underscores the importance of preserving our natural resources and the critical role that federal laws play in protecting them. The outcome of Bowers' case will likely be closely watched by both wildlife advocates and legal experts alike.
