Incumbents Face Fierce Primary Challenges Across Rhode Island as Voters Head to the Polls

Rhode Island voters cast their ballots in an unusual Wednesday primary election that could reshape the state’s political landscape. Across multiple levels of government, long-standing incumbents find their political survival tested by determined challengers. The primary features high-stakes battles for state executive offices, congressional seats, the Providence mayoralty, and local legislative districts.

At the top of the ballot, Democratic Gov. Dan McKee is locked in a high-profile rematch with Helena Buonanno Foulkes. Four years after narrowly defeating Foulkes, McKee now faces a significantly steeper uphill battle to retain his office. Polling data indicates that the contest is tight, raising the possibility of a historic upset in the Ocean State.

If Foulkes succeeds in translating her financial advantages, polling numbers, and coalition of endorsements into a primary victory, McKee would become the first incumbent governor in Rhode Island to lose a reelection primary in over thirty years. The governor's vulnerability was underscored earlier in the campaign cycle when his own state party chose not to issue an endorsement in his favor.

Despite the intense campaigning between the two leading Democrats, survey data revealed that approximately one in five Democratic voters entered primary day still undecided. Political analyst Matt Ulricksen observed that with undecided numbers remaining remarkably high, a substantial portion of the electorate would likely make up their minds only upon stepping into the voting booth.

The gubernatorial contest is far from the only race where an incumbent is facing a stiff challenge. In the five-way Democratic primary for lieutenant governor, incumbent Sabina Matos is defending her seat against Newport City Councilor and former Mayor Xay Khamsyvoravong. The contest also features two additional challengers with previous experience in elected office, compounding the pressure on Matos.

Similar to the top of the ticket, the race for lieutenant governor has been defined by voter hesitation. Public opinion surveys in the final stretch of the campaign showed that nearly half of likely primary voters had not settled on a candidate, leaving the outcome largely unpredictable heading into the evening tabulation.

In the capital city of Providence, progressive energy has converged around a challenge to the municipal establishment. State Rep. David Morales, backed by a strong coalition of young progressives, is attempting to unseat Providence Mayor Brett Smiley. Their municipal primary battle has centered on everyday policy disputes, ranging from citywide rent stabilization proposals to municipal snow removal efficiency.

Meanwhile, a competitive four-way Democratic primary is underway to replace term-limited Attorney General Peter Neronha. Although Neronha is not on the ballot, the outgoing attorney general has actively inserted himself into the race by staunchly defending his former policy aide, Keith Hoffmann, amid sharp verbal exchanges with candidate Kim Ahern, the former chair of the Cannabis Control Commission.

The open attorney general primary also features state Representatives Jason Knight and Joe Solomon Jr. As with the lieutenant governor's race, pre-election polling showed that nearly half of the primary electorate remained undecided among the four contenders heading into voting day.

Federal offices are also on the line, with three of the state’s four congressional seats featured on the primary ballot. Veteran U.S. Sen. Jack Reed is seeking a sixth term in Washington but must first fend off two progressive primary challengers, Connor Burbridge and Luis Muñoz.

Although Rhode Island remains heavily Democratic, key Republican primaries will determine who advances to the general election ballot on November 3. In the 2nd Congressional District, party-endorsed Dr. Stephen Skoly is competing against Vic Mellor for the Republican nomination to challenge incumbent Democratic U.S. Rep. Seth Magaziner in the autumn.

On the Republican side of the gubernatorial ticket, Aaron Guckian and Elaine Pelino are vying for the party's standard-bearer position. Guckian entered the contest carrying the formal endorsement of the Rhode Island Republican Party, hoping to secure the nomination and challenge the Democratic victor in November.

Down the ballot, all 113 seats in the Rhode Island General Assembly are up for election this cycle. However, high turnover is unlikely in the legislature, as more than three-fifths of those legislative districts feature incumbents running completely unopposed in both the primary and general elections.

Primary voting procedures across Rhode Island opened at 7 a.m. and will run until 8 p.m., with New Shoreham opening its polling site slightly later at 9 a.m. Under state election rules, any voter who is waiting in line by the 8 p.m. cutoff is legally entitled to cast a ballot. Registered party members are restricted to voting within their specific party primary, while unaffiliated and independent voters are permitted to choose either party ballot.

The election's timing represents a logistical shift, as the primary was moved from the customary Tuesday date to Wednesday to allow election administrators additional preparation time. While the date change caused minor confusion—such as an erroneous email newsletter notice sent to Pawtucket residents—turnout prior to primary day was strong. Nearly 49,000 residents cast ballots early either by mail or in person by Tuesday afternoon, with in-person early voting reaching nearly double the volume recorded four years ago.
